APPROVAL OF THE MINUTES OF REGULAR MEETING OF DECEMBER 15, 2003:

ADDRESSING THE CITY COUNCIL

1.      Your comments shall be made during times set aside for that purpose.
2.      Stand or raise a hand to indicate that you wish to speak.
3.      When recognized, give your name and address and direct your comments to the Mayor.
4.      Each person wishing to address to City Council shall be afforded one opportunity of up to two (2) minutes duration during each occasion provided for citizen comment and during each public hearing; provided, however, that comments made during public hearings shall be relevant to the subject for which the public hearings are held.

PROCLAMATIONS / SPECIAL PRESENTATIONS

1.      Shiawassee Family YMCA regarding soccer program.

2.      Michael T. Compeau, Police Chief, will introduce to Council the new Deputy Police Chief, Michael Rau.

PUBLIC HEARINGS

1.      Special Assessment District No. 2004-02.  Conduct a public hearing to receive citizen comment regarding authorization of Resolution No. 5 for Special Assessment District No. 2004-02, for Adams Street from King Street to Jennett Street for street reconstruction.

2.      Special Assessment District No. 2004-04.  Conduct a public hearing to receive citizen comment regarding authorization of Resolution No. 5 for Special Assessment District No. 2004-04, for Hickory Street from King Street to Brandon Street for street reconstruction.

1.   Discharge of Agreement. Authorize Discharge of Regulatory Agreement/Use and Occupancy Restriction as it relates to 202 Prindle Street (Chad M. Swatman) and further authorize the Mayor and City Clerk to execute appropriate documents.

2.   Discharge of Mortgage. Authorize Discharge of the City of Owosso Home RRP Mortgage as it relates to 202 Prindle Street (Chad M. Swatman) and further authorize the Mayor and City Clerk to execute appropriate documents.

3.   Conduct First Reading and Set Public Hearing-Rezoning Request.  Conducted first reading and set a public hearing for January 20, 2004 to receive citizen comment regarding staff request to rezone the parcel commonly known as 304-306 North Gould Street and described as follows: S 280’ of the W 320’ of Sec 18 T7N R3E Beg 33’ E & N 0*05’ E 499.8’ of S ¼ Post Said Sec Th N 89*46’ E 817.74’ N 0*50’ E 505.92’ N 86*19’ W 818.61’ S 0*05’ W 516.85’ to POB.  Total Size:  approximately 2 acres.  From RM-1 Multiple Family Residential District (low rise) to OS-1 Office Service District.

4.   Set Public Hearing.  Set a public hearing for Tuesday, January 20, 2004 to receive citizen comment regarding requested street closure of the undeveloped portion of Howard Street between the closed portion of Division Street and Pond Street (now named Howard Street) in Blocks 1 and 2, Williams & Lyons Addition to the City of Owosso, Shiawassee County, Michigan.

5.   Planning Commission Referral-Alley Closure.  Consider referring to Planning Commission for public hearing and recommendation the closing of the PUBLIC ALLEY ADJACENT TO LOTS 1, 2, 3, 4, 5 & 6, BLOCK 19, A.L. WILLIAMS ADDITION TO THE CITY OF OWOSSO, SHIAWASSEE COUNTY, MICHIGAN (bounded by Howard Street, South Park Street, Corunna Avenue and South Saginaw Street).

6.   Traffic Control Order No. 1128.  Authorize Traffic Control Order No. 1128 for the installation of a stop sign on Eastbound Lynn Street at Howell Street.

7.   Permit Request.  Authorize request from Pets on the Street to conduct their annual fundraiser on September 10-11, 2004 in downtown Owosso.

1.   Michigan Municipal League Unemployment Group Membership Agreement.  Consider revised agreement with the Michigan Municipal League Unemployment Group.

CITIZEN COMMENTS

ADJOURNMENT
