APPROVAL OF THE MINUTES OF REGULAR MEETING OF MARCH 29, 2004:

ADDRESSING THE CITY COUNCIL

1.      Your comments shall be made during times set aside for that purpose.
2.      Stand or raise a hand to indicate that you wish to speak.
3.      When recognized, give your name and address and direct your comments to the Mayor.
4.      Each person wishing to address to City Council shall be afforded one opportunity of up to two (2) minutes duration during each occasion provided for citizen comment and during each public hearing; provided, however, that comments made during public hearings shall be relevant to the subject for which the public hearings are held.

PUBLIC HEARINGS

1.      Obsolete Property Rehabilitation Exemption Certificate.  Conduct a public hearing to receive citizen comment regarding the application for an Obsolete Property Rehabilitation Exemption Certificate for the property located at 122 North Washington Street and consider resolution of approval of request.

2.      Obsolete Property Rehabilitation Exemption Certificate.  Conduct a public hearing to receive citizen comment regarding the application for an Obsolete Property Rehabilitation Exemption Certificate for the property located at 104-108 North Washington Street and consider resolution of approval of request.

3.      Small Cities Community Development Block Grant.  Conduct a public hearing to receive citizen comment regarding the application to the State of Michigan for a $60,000.00 public infrastructure at 104-108 North Washington Street and authorize resolution for submittal of application.

CONSENT AGENDA

1.      Special Assessment District No. 2004-01.  Authorize Resolution No. 4 and set a public hearing for April 19, 2004 to receive public input regarding the special assessment roll for Special Assessment District No. 2004-01 for Michigan Avenue from Main Street to 132’ South of Cass Street for Street Reconstruction.

2.      Conduct First Reading and Set Public Hearing – Conduct first reading and schedule public hearing for April 19, 2004 to receive citizen comment regarding proposed amendment to Chapter 2, Administration, Article III, Administrative Plan of the City of Owosso, Division 1, Generally, of the Code of Ordinance of the City of Owosso, Michigan.

3.      Conduct First Reading and Set Public Hearing.  Conduct first reading and schedule public hearing for April 19, 2004 to receive citizen comment regarding proposed amendment to Chapter 13, Fire Prevention and Protection, Section 13-4, Open fires, and Section 13-5, Obnoxious odors, sparks and embers, of the Code of Ordinances of the City of Owosso, Michigan.

4.      Set Public Hearing.  Set a public hearing for April 19, 2004 to receive citizen comment regarding application from Vaungarde, Inc. for a Personal Property Tax Exemption Certificate for property located at 630 South Chestnut Street.

ITEMS OF BUSINESS

1.      Purchase Authorization.  Consider request from Owosso Historical Commission and the Owosso Parks and Recreation Commission to purchase poles and banners for display in the Curwood Castle Park using monies from the brick fundraiser (postponed from March 15, 2004 meeting).

2.      Unpaid Utility Charges. Authorize the Annual Notice for the collection of unpaid utility charges and the intent to lien therefore in compliance with Chapter 15, Section 15.4(c) of the Owosso City Charter.

3.      Disposal of Land.  Authorize Quit Claim Deeds to property owners as it relates to corrected property descriptions for parcels in the 600 and 700 block of River Street.

4.      Contract Agreement-Michigan Department of Transportation.  Authorize Contract Agreement with the Michigan Department of Transportation as it relates to the Transportation Enhancement Activities Surface Transportation Program grant for the reconstruction of Michigan Avenue from Main Street to 132’ South of Cass Street and further authorize the Mayor and City Clerk to execute the contract documents.

5.      Development Agreement – Renewal.  Consider renewal of Development Agreement with Dixie Development Inc. for the redevelopment of the Hotel Owosso site.

6.      Osburn Lakes Site Condominium Property Sale Resolution Amendment.  Consider amending October 20, 2003 Osburn Lakes Site Condominium Property Sale resolution to include authorization for the Mayor and City Clerk to execute the deed on behalf of the City.

7.      Property Acquisition.  Consider purchase of vacant lots on West South Street in the amount of $5,000.00.

ADJOURNMENT
