APPROVAL OF THE MINUTES OF REGULAR MEETING OF APRIL 5, 2004:

ADDRESSING THE CITY COUNCIL

1.      Your comments shall be made during times set aside for that purpose.
2.      Stand or raise a hand to indicate that you wish to speak.
3.      When recognized, give your name and address and direct your comments to the Mayor.
4.      Each person wishing to address to City Council shall be afforded one opportunity of up to two (2) minutes duration during each occasion provided for citizen comment and during each public hearing; provided, however, that comments made during public hearings shall be relevant to the subject for which the public hearings are held.

1.      Status Report-Water Treatment Plant Project.  Video presentation on the status of the Water Treatment Plant Project.

PUBLIC HEARINGS

1.            Special Assessment District No. 2004-01.  Conduct a public hearing to receive citizen comment regarding authorization of Resolution No. 5 for Special Assessment District No. 2004-01, for Michigan Avenue from Main Street to 132’ South of Cass Street for Street Reconstruction.

2.            Ordinance Amendment.  Conduct a public hearing to receive citizen comment regarding proposed amendments to Chapter 13, Fire Prevention and Protection, Section 13-4, Open fires, and Section 13-5, Obnoxious odors, sparks and embers, of the Code of Ordinances of the City of Owosso, Michigan.

3.            Ordinance Amendment – Conduct a public hearing to receive citizen comment regarding proposed amendments to Chapter 2, Administration, Article III, Administrative Plan of the City of Owosso, Division 1, Generally, of the Code of Ordinance of the City of Owosso, Michigan.

CITIZEN COMMENTS

CONSENT AGENDA

1.      Set Public Hearing-2004-2005 City Budget. Set required Public Hearing pursuant to Chapter 8 of the City Charter for May 3, 2004 to receive citizen comment regarding proposed 2004-2005 City Budget.

2.      Contract Payment.  Authorize Contract Payment No. 17 to J.R. Heineman & Sons, Inc. in the amount of $39,049.90 for work completed for the Water Treatment Plant Project in March 2004.

3.      Bid Award.  Accept low bid from Fisher Chippewa Redi-Mix for concrete to be used in the 12’ concrete walls for the DPW Salt Barn in the total amount of $13,650.00.

4.      Bid Award.  Accept alternate bid from Michigan First Responders for one (1) McCoy-Miller 2003 E-450 ambulance in the amount of $85,743.00.

5.      Permit Request.  Authorize request from the Owosso Memorial VFW Post 9455 to conduct their annual Buddy Poppy drive May 6-8, 2004 in downtown Owosso.

6.      Warrant No. 292.  Accept Warrant No. 292 as presented.

ITEMS OF BUSINESS

1.      Standard Streetlighting Contract Change.  Authorize change in Standard Streetlighting Contract with Consumers Energy Company to add seven (7) 8,500 High Pressure Sodium streetlights to be installed at the Woodland Trails Condominium project and further authorize the Mayor and City Clerk to execute the appropriate documents.

2.      Bid Award.  Accept low bid for Water Treatment Plant fencing. (The bid tab and recommendation will be presenting at the meeting.  The bids are to be opened Monday.  Unusual timing is due to volatility of steel prices.)

3.      Rescind Action-Liens for snow removal.  Rescind Council action taken on April 21, 2003 that established a lien (Invoice No. 473) for snow removal against the following parcels: 1) 050-660-007-021-00; 2) 050-651-027-003-00; 3) 050-651-009-004-00; 4) 050-651-000-002-00; 5) 050-537-000-059-00; and 6) 050-113-014-013-00.

4.      Parks Rules and Regulations-Proposed Revisions.  Consider proposed revisions to the Parks Rules and Regulations.

ADJOURNMENT
