Mayor Davis read the rules for addressing the
City Council.
CITIZEN COMMENTS
Michael Cline, 411
North Chipman Street, commented regarding pending layoffs at A. O. Smith
and tax breaks given to the company by the city.
ITEM OF DISCUSSION
Discussion of intergovernmental cooperation with
surrounding municipalities, specifically regarding the provision of
water.
City Manager
Guetschow introduced the topic of discussion and stated that he and
Utilities Director Gary Burk were available to answer any questions. He
commented that the purpose of the meeting was to discuss the provision
of water to the Townships.
There was Council
discussion regarding past attempts to negotiate agreements and their
subsequent results, Team 21 and what it accomplished, the need to help
bring business to the area, Council policy on individual connections to
current service, factors facing the Township governments, and
consideration of water district agreements as opposed to wholesale
agreements.
There was further
Council discussion regarding inviting the Townships to discuss water
issues, use of a 3rd party facilitator to ease negotiations
(Representative Larry Julian was mentioned), and revisiting the topic
after the November 2004 election. Council voiced unanimous support for
keeping the door open to discussions with neighboring jurisdictions.
It was requested the
topic be placed on the agenda for the meeting immediately following the
November 2004 election. An invitation to talk about the subject will be
extended to Owosso and Caledonia Townships at that time. Interest in
the subject will be gauged upon the response.
ADJOURNMENT
Motion by Councilperson Robertson for adjournment
at 8:24 p.m. Motion supported by Councilperson Owen and concurred in by
unanimous vote.
