APPROVAL OF THE MINUTES OF REGULAR MEETING OF NOVEMBER 1, 2004:

ADDRESSING THE CITY COUNCIL

1.      Your comments shall be made during times set aside for that purpose.

2.      Stand or raise a hand to indicate that you wish to speak.

3.      When recognized, give your name and address and direct your comments to the Mayor.

4.      Each person wishing to address the City Council shall be afforded one opportunity of up to four (4) minutes duration during the first occasion for citizen comments.  Each person shall also be afforded one opportunity of up to two (2) minutes duration during the last occasion provided for citizen comments and one opportunity of up to two (2) minutes duration during each public hearing.  Comments made during public hearings shall be relevant to the subject for which the public hearings are held.

PROCLAMATIONS / SPECIAL PRESENTATIONS

1.      Proclamation– Homeless Awareness Week.  A proclamation of the Mayor’s Office declaring November 14-20, 2004 as “Homeless Awareness Week” in the City of Owosso.

2.      Proclamation– Epilepsy Awareness Month.  A proclamation of the Mayor’s Office declaring November 2004 as “Epilepsy Awareness Month” in the City of Owosso.

PUBLIC HEARINGS

1.   Ordinance Amendment.  Conduct a public hearing to receive citizen comment regarding proposed ordinance amendments to Chapter 2, Administration, Article VII, Employees’ Municipal Pension, Sections 2-403, Board of trustees, and Section 2-204, Trustees’ term of office—oath, of the Code of Ordinances of the City of Owosso, Michigan.

CONSENT AGENDA

1.      Bid Award.  Accept low bid of Irish Construction for the demolition of structures located at 419, 423, and 501 Abrey Avenue in the amount of $13,900.00.

2.      Bid Award.  Accept bid of Jack Doheny Supply for one sewer jet and vactor truck in the amount of $258,332.00.

3.      Change Order.  Authorize Change Order No. 1 decreasing the amount of the bid award to Constine, Inc. by $7,704.17 for the 2004 Street Program.

4.      Contract Payment.  Authorize Final Payment to Constine, Inc. in the amount of $35,249.01 for work done on the 2004 Street Program.

1.      Signature Authorization.  Authorize designated city personnel to sign purchase agreements, warranty deeds, and associated closing documents for unit sales at Osburn Lakes Single Family Condominium.

2.      SATA Dispute Resolution Committee Appointment.  Consider appointment of a City of Owosso representative to the SATA Dispute Resolution Committee.

3.   Owosso Drain Project Resolution.  Approve resolution related to the Owosso Drain Project authorizing the City Clerk to prepare and execute various official documents.

ADJOURNMENT
