Members present: Chairman Piper Brewer, City Treasurer Ron Tobey, and
members Joane Ford, Marti Lameti, Phil Heavilin, Bonnie Snyder, Charles
Wascher and Gary Wilson.
Chairman Brewer
called the meeting to order at 7:08 p.m.
Architect, Jed
Dingens, updated the commission on the work done by D N West at the
Gould House. He was very pleased with the quality of the work and
indicated that many specifications were exceeded. Some lawn damage,
quoted at $125.00, was incurred. The front porch work was not
completed. Dingens commented that the roofing had a true 40 year
warranty with ten years including labor. He recommended completing
payment but withholding $1,000.00 until the porch was completed. He
will check with West to see if they would forfeit the $125.00 for repair
of the lawn by our lawn service.
Dingens was
questioned if Davenport Masonry had completed repairs at the Castle.
They have not, but have indicated that they would be back to finish the
work.
Motion by Lameti
authorizing payment of $3,899.38 toward D N West contract, retaining
$1,000.00 until work is completed on the porch. Support by Heavilin and
approved.
Motion by Wascher
to approve and place on file minutes of June 16, 2005; supported by
Lameti and carried.
Motion by Heavilin
to accept the May 2005 Treasurer’s Report; supported by Ford and
carried. Tobey noted that June’s report would be delayed due to final
fiscal year-end entries.
Snyder reported on
Home Tour progress. A homeowner’s meeting will be held at the Gould
House, Thursday, July 21, and all were encouraged to be in attendance.
Final preparations obtaining sponsors and preparing histories will be
completed soon to have tickets printed before August 15th.
It was noted that the Movie Museum would like to be included on the tour.
Brewer reported
that vinyl and carpet would be installed by Bigger’s Carpet in Apartment
3 of the Gould House on Thursday and Friday of this week.
Brewer also
reported that several firms had been contacted about purchase of items
from the Carriage House. Materials Unlimited wanted photographs of
items e-mailed and then a bid would be forthcoming if they are
interested. Heritage and Grand Illusions would accept offers after we
set a price on the lot of items. Gilmore
Car Museum had not responded to
the inquiry about the carriages. Heavilin commented that it would be a
good idea to get the bid from Materials Unlimited and then use that
information in formulating a price for the other companies. It was also
noted that some companies specialize in certain items or desire certain
items. It would be best to locate the company that desired the items
that the commission owns.
It was noted that
Jennifer Passow had submitted a resignation to the commission due to a
new job and lack of time. Motion by Lameti to accept Jennifer Passow
resignation, with regret. Support by Ford and approved.
Motion by Heavilin
to replace second side of Curwood Castle
Park sign turret for $125.00.
Support by Snyder and approved. It was noted that Sign Gallery will
take measures to make it more difficult to steal the sign.
Bids from Sunburst
Gardens were received in the amount of $1751.60 for replacement of shrubs on
street side of Castle, at park sign and at the guide cables on the west
side of the footbridge. Bid was for materials only, as labor will be
donated by Sunburst for planting. City crews must remove old growth and
backfill in preparation for plantings. Members noted that it would be
prudent to slope soil away from the Castle for proper drainage. Motion
by Ford to accept bid from
Sunburst Gardens for plantings. Support by Lameti and approved.
It was reported
that some ceiling plaster had fallen over the weekend at the Castle.
Gregg Hess was mentioned as a plasterer from Owosso. He did plaster
work at the State Capital. Heavilin requested that city worker Tim Hill
be consulted in determining if any continuing water issues were the
cause of the problem, after which Hess could be consulted for a repair
estimate.
It was noted that
Applebee’s sent a donation of $150.00 after being provided with twenty
old pictures of Owosso to prepare for display in their new restaurant.
Brewer reported
that artist, Vickie Horn, proposed to display castle related matted
drawings at the Castle for sale on consignment. Most pieces are 8 X 10
inches. Motion by Heavilin to accept Vickie Horn artwork on
consignment with a 35% commission to be retained by the Historical
Commission. Support by Ford and approved.
Notation of
publicity surround the sale of the Hoddy block of properties was
acknowledged. Motion by Lameti that the Historical Commission prepares
a statement letter in favor of retaining current zoning and favoring
retention of the residential community on those parcels for the
following reasons: Part of the block’s historical significance is as a
residential area. Part of preserving the buildings is preserving the
way they were used. Allowing that block to become anything other than
residential would increased traffic and change the character of adjacent
historic blocks, thereby affecting the entire area.
