Baker College 1301 S. Shiawassee Street
Administration Building Remodel/Parking and Driveway Revision
Phil Hathaway, the
Community Development Director, introduced the proposed site plan for
the new administration building for Baker College in the now vacant IGA
supermarket building. He explained that the Zoning Board of Appeals
approved the zoning status for the college’s use of a B-1, Neighborhood
Business District site.
Murray Young, of
Morgan Construction, explained the proposed layout of the new
administration building and new entrance off M-52 and the revised
parking lot layout. The two existing driveways from M-52 will be closed
and the existing entrance to Collamer Park will closed and relocated to
the east. The park drive from Palmer Street to the new entrance will be
upgraded with storm sewers, curb and gutter and 5” asphalt pavement. It
will be a dedicated public street. A driveway accessing the Baker Lot
would cross park property. Baker College will develop a new entrance to
their main campus off Palmer Street with a left turn only for traffic
exiting their main campus. The Baker parking lot would be extended into
the City Park. The land is proposed for transfer out of the park and
into Baker ownership. This property transfer would be addressed later
in the meeting; however, the site plan review was to take place as if
the transfer had already occurred.
Planning Commissioners dedicated most if its discussion time on traffic
management and street design issues.
It
was moved by Commissioner Osika and supported by Commissioner Greenway
to approve a preliminary site plan as presented with the following added
provisions:
1)
Landscape
design for the raised curb islands in the parking lot and all other
landscaping with special consideration for buffering Collamer Park from
the development;
2)
Design
for a Detroit “Crock” catch basin for the last storm sewer manhole
before the storm sewer reaches Hopkins Lake to improve sediment trap and
pollution control from vehicle grease, gas and oil;
3)
Show
location of stop signs at Palmer Street and the driveway out of the
Baker lot;
4)
Provide a
centerline description of the improve park drive from Palmer Street to
the new entrance and the new entrance from M-52 to the park drive;
5)
Show
location of street lights;
6)
Provide
an enlarged scale drawing of the Palmer Street intersection with the
Baker driveway to demonstrate design methods that will help control
left-turn only vehicle movement exiting the campus.
7)
Show
street right of way width on new and upgraded streets;
8)
Move the
street-side parking at Hopkins Lake to more level ground;
9)
Narrow
the inbound lanes at the boulevard entrance to one lane at 24 feet
width;
10)
Upgrade
Palmer Street to city engineer specifications from the Baker exit drive
on the main campus to the Palmer/new entrance road intersection (this
provision belongs in the sales agreement because the Planning Commission
has limited authority to require off-premise street improvements);
11)
Meet with
City Engineer to assure adequate space south of the new entrance road
for the circular trail about Hopkins Lake—revise site plan as necessary;
12)
Show all
catch basin locations, and;
13)
Show the
curb island moved forward to the ROW of M-52.

Council Referral to
Amend Collamer Park Master Plan
Phil Hathaway discussed
the proposed amendment to the 1996 Parks and Recreation Master Plan.
It
was moved by Commissioner Osika and supported by Commissioner Greenway
to set March 28, 2005 at
7:30 pm as the time for a public hearing to take public input into
the proposal to amend the 1996 Parks and Recreation Master Plan.

Parks Recreation Plan
Fayette Square
Loraine Weckwert, a member of Preservation Owosso, discussed the master
plan for the planting of flower gardens and grass walkways through the
gardens. There are eight people that have volunteered to design and
plant and maintain flower beds in the park. They have received a $5000
donation to help fund the purchase of the plantings and sufficient
funding remains in that budget to continue major improvements this year.
COMMISSIONER/CITIZEN COMMENTS:
Betty Coon 1204 Palmer Street asked that the traffic,
from the new entrance to Baker College on to Palmer Street, turn left
only when exiting Baker college.
