Welcome to your city government! Since the adoption of the current Charter in 1964, the City of Owosso has operated under the Council-Manager form of government. This form vests policy-making responsibilities in a 7-member elected City Council. The City Council appoints a City Manager to implement policy and oversee day to day operations of the City. All Council members are elected at large and serve terms of 2 years or 4 years, while the City Manager serves an indefinite term of office at the pleasure of the Council. After each biennial election, Council members select from among their number, one member to serve as Mayor and another to serve as Mayor Pro-Tem.

The City Council meets the 1st and 3rd Monday of each month at 7:30 p.m. in the City Hall Council Chambers, 301 West Main Street, Owosso. All meetings of the Council are open to the public and opportunity for citizen comment is provided.
