Our Local Government
Welcome to our City Government! Since the adoption of the
current Charter in 1964, Owosso City Government has operated under the
Council-Manager plan. This form of government vests the policy-making
responsibilities in a 7-member City Council. All Council members are
elected at large. After each biennial election, Council members select
from among their number, one member to serve as Mayor and another to
serve as Mayor Pro Tem.

The City Council appoints a City Manager to serve for an indefinite
term of office. He or she is responsible for the management of the
day-to-day business affairs of our City Government. The City Manager is
charged with employing competent individuals to provide city services,
to insure that city ordinances are enforced and to implement policies
adopted by the City Council. Three individuals previously served as
Owosso City Managers: F. Neil Jackson (1964-1981); Alex Allie
(1981-1989) and
Gregg Guetschow (1989-2007). Joseph Fivas (2007-Present) is the current
City Manager.
