The City of Owosso has an official parks and recreation plan that has an inventory of the park system, establishes a vision, and makes recommendations for future improvements and programming. The parks and recreation plan, adopted in 2006 and amended in 2011, 2017 and 2023, contains detailed information concerning the park system of the city. The Owosso Parks and Recreation Commission was established to assist in realizing the vision of the park plan. This group of seven engaged citizens meets monthly at city hall to work with the community on establishing new facilities, responding to issues, and making recommendations to the city council.
