Mission Statement
To provide a professional, knowledgeable staff for the administration
of official records management activities; to provide appropriate and
responsible administrative support to the City staff and City Council;
to provide election administration as required by Federal and State
Election Law; to exercise prudent methods of fiscal spending to support
administration; and to cooperate with all employees in responding
respectfully and courteously to other employees and citizen requests for
information or assistance.
What does the City Clerk's Office Do?
The City Clerk’s office is a frontline point of contact for the
public. City residents, as well as others, contact the City
Clerk’s office for information.
The City Clerk is Clerk to the Council and the Employees Retirement
System Board of Trustees.
The City Clerk is responsible for the administration of the municipal
archives and official record retention program as required by the
Records Management Program adopted by the City Council on May 17, 1999.
The majority of the work done in the City Clerk’s office is focused on
record keeping activities.
The City Clerk’s office assembles Council agendas and packets,
prepares and preserves the corporate records in the form of council
minutes, bylaws or ordinances, agreements, and other legal documents.
The City Clerk is responsible for the publication of legal notices
and ordinances, and the codification and distribution of new ordinances.
The City Clerk is responsible for conducting all elections held
within the city. The City has four polling locations and
approximately 50 temporary election inspectors are needed to maintain
these polls and carry out the functions of an election. The City
Clerk’s office works extensively with the State of Michigan Bureau of
Elections, the Shiawassee County Clerk’s Office and surrounding Township
officials in the administration of the elections and voter
registrations. The voter registration activity is managed through
an Internet hookup with the State of Michigan Qualified Voter File
program.
The City Clerk’s office provides notary public service to the city
departments and general public.
The City Clerk issues going out of business sale licenses in
accordance with Michigan Public Act 39 of 1961.
