Department Overview 

The Department of Engineering provides technical assistance to the city and the public on matters related to Civil Engineering. The Department is responsible for building and maintaining the Geographic Information System (GIS) which provides information on the location of utilities, property parcels, streets, alleys, etc.. The Department also administers the heavy maintenance of streets including sealcoat, slurry seal, asphalt caps, and replacement of hazardous sidewalks.  One primary duty is designing the annual street improvement project.  The worst streets, chosen from the annual Street Condition Ratings, are recommended to City Council for reconstruction.  The Department of Engineering provides project specifications and cost estimates to the City Council for decision making purposes as well as coordinating the entire construction process for projects that are undertaken; including the creation of bid specifications, conduct of the bid process, and inspection of work and materials during reconstruction.  Costs for reconstruction projects are shared by those directly benefiting from the project and the City at large.
